Project: Enhancing the Institutional capacities of federations to secure their rights for development and dignified living in the Raipur diocese of Chhattisgarh

Overview: The RDSWS aims at improving the institutional capacities of rural federations of tribals (ST), Dalits (SC) and backward groups especially women. Since the project is focusing on the federations, it became necessary to address the social, economic and political empowerment of these marginalized women. Through federations, the project will strengthen their capacity to avail their basic needs. Also, they will gain confidence to negotiate for the government schemes through Gram Sabha and Panchayats to benefit benefits the needy people.

Process: Since the objective is, by the end of the funding period, strong community-based organizations should exist in over 250 villages in Raipur Diocese, nearly 60 Panchayat federations were selected to make them as models for 250 villages. The institutional capacities of federations have been enhanced. The staff assist federations to revise bylaws, develop systems for effective functioning, chalk out strategic plans through training, meetings and exposure programs. Federations will by the end of the project, work as voluntary organizations to access their rights, entitlements and develop their villages.

ACHIEVEMENTS


    Society level change:


  • 3-5 women leaders from each federation are able to confidently interact with government offices and Panchayats for the welfare schemes of the poor, village development issues and justice for women in target villages of the project, which itself is a great morale booster for the other women.
  • The issue of untouchability & discrimination considerably minimizing (75% to 80% meeting together, common meals, celebrations of social and national festivals) and mutual respect is developing among the villagers due to the awareness building programs.
  • Rapidly increasing women participants in Gramsabha, more than men women attended the Gram Sabha in 16 Panchayats at Kansa, Malkharoda, Parsahi, Risda and Selud which were held in the month of January 2018.

    Community-level Achievements


  • In 10 panchayats women federations have taken initiatives to organize the Panchayat level 'women Gram Sabha' to prepare applications to present in the real Gram Sabha in order to avail the government schemes such as issues related to drinking water, widow pension and PM housing facilities in the month of January 2018.
  • 27 families obtained land right certificates (Bhu Adhikar /Patta) by the efforts of federations in 8 villages at Madanpur center.
  • 130 individual women have gained the confidence to participate actively in public meetings, especially in Panchayat gram sabha. They articulate their needs and aspirations. They could communicate very boldly without fear in the presence of menfolk in Selud, Parsahi, Malkaroda, Risda and Kansa centers.
  • Women have taken new initiatives for 2227 applications got approved for pensions, bore wells, PM Awas, village link road, income generation programs etc. National employment Rural Guarantee Act (NERGA) work started, 693 workers received delayed payments and ban of illegal forest cutting due to PLF pressure.
  • Federation members are sensitive to adopt the poorest children to educate with their own money and motivated the parents to send their children regularly to school. Thus 122 dropouts were enrolled in schools in 26 villages of Selud, Malkharoda and Madanpur centers.

    Health:


  • 32 federations started to involve in community health and they are trying to give awareness of the root causes of common diseases and its prevention. Therefore they conducted 26 health camps with help of health department. They also cooperate in plus polio program. 99 women were recommended for Janani Suraksha Yojana (JSY) and assisted to 447 families for health insurance in different villages in all 6 centers.

    Emerged leadership:


  • 151federation's members have improved their leadership quality and they are giving service indifferent government programs and NGOs as Mitanin- 83, Aganwadi teachers-28, animators-2, and LIC agents- 26 and others NGOs-12.

    Environmental Protection


  • Federation women with the cooperation of village leaders community became more conscious of the protection of the environment and ban illegal forest cutting. They planted 1022 trees in 31 villages under the guidance of federations. 50-60 % of the saplings are growing in Malkharoda, Madanpur, Parsahi and Selud centers.

    Protesting against alcoholism


  • Women's federation exercise ban on liquor sale and consumption through their women commando committee. The Panchayat appreciated federation's work and the Sarpanch gave the responsibility of running the PDS (Public distribution scheme) at Gadhadihi village in Selud center. Also, Podi Dalha village federation women protested against alcoholism. As a result liquor shop is closed into the nearby village.

    Monitoring


  • Federation are regularly monitoring the PM Awas, pensions, Mid-day meals, PDS and other development schemes in different 59 villages.
  • Federation leaders gained the confidence to control over the corruption in Prime Minister Awas Yojana scheme.

    Vocational training centre


  • 3 tailoring centers started by the federations at Takurpali village in Kansa, Dodki and Pendri villages in Risda centers. They have arranged sewing machines, places, and trainers. They charge minimum fees from the trainees for the payment of trainers and the maintenance.

    Coaching Centre


  • 13 coaching centers for weak children (5th to 8th standard) regularly conducted by the federations.

Income Generation program under the guidance of federations

  • Mid Day Meal 59 and 9 ready to eat food run by SHGs
  • SHGs are running PDS system in 7 villages
  • 496 women members are engaged individually or in groups in 15 income generation activities such as cooperative cultivation, livestock, fishery, retail sale vegetables, incense stick, detergent powder, Pickle & papad making, brick making and sale grocery shop, forest products, etc.

Project title: GRAM NIRMAN

Overview:RDSWS aims at strengthening the Panchayati Raj Institution towards the social transformation of the vulnerable sections. For this PRI creates space at the village level for a participatory, and a decentralized system of governance. Gram Sabha is the core of the Panchayati Raj. Hence, Gram Sabha is one of the cross-cutting issues in all its projects.

The Chuikhadan block in Rajanandagaon district is selected for the Gram Nirman project because in this area Baiga and Gond tribes live in the villages. Baiga tribe is one of the primitive tribes and is yet to benefit from the mainstream development. As our finding shows, Gram Sabhas in these villages are held without a quorum. The tribals do not know or care much about Gram Sabha. Women’s participation is very low. There are hardly the agenda of the people other than the ones enlisted by the District administration. So the intervention is needed for the effective functioning of Gramsabha for their development. Through this project, the tribals are learning the importance of GS and how to access Government entitlements and benefits.

Objectives:

  • The ten village mandatory institution/s and Gram Sabha is/are functioning effectively
  • 30% (1404 HH) 421 households will increase their income up to 50% through off-farm and on-farm activities and through different Govt. schemes by the end of 2018.

ACHIEVEMENTS

    PRI /Gram Sabha

  • Through the intervention of the project area by RDSWS 28.71% has increased attendance. There were 1,559 (31.71%) villagers have participated in the Gram Sabha meetings out of 4,916 voters(Men 869 & 690 Women) which held in the month of January 2018 .

    Bhu Adhikar Partra

  • Training on Community Forest act made an impact for 7 villages. 354 participants took part in the training.
  • 66 tribal families have received individual Bhu Adhikar Partra under Forest Right Act.
  • 01 village Dholpitta Received 30 acre community forest land.

    Village Development program

  • Village development committee gave contract for SHGs to mobilize for C.C. road construction. They received Rs. 4, 50,000/- for C.C. Road at Bansbihgra, Gopaltola, Sarai patera .
  • Through MLP SHGs member, Youth and other community member have identified 13 Village level Issues and raised in Gramsabha and 5 are solved by the effort of VDC.

    Livelihood

  • Promotion of IGP for 10 landless families , 8 women SHGs, Single headed women & Widow 8 women SHGs, 05 handicapped total 31 families are supported by Gram Nirman project . They have started hotel in local market. Tailoring, Kirana shop, piggery, got raring, vegetable cultivation, electric repairing are some of the other IGPs. Their monthly income gone up to Rs. 3000 to 4000.

    Agriculture based livelihood

  • 30 Farmers have adopted SRI techniques for paddy cultivation
  • 150 Farmers are cultivating vegetable and receiving 1500/- per month income

    Climate change awareness

  • Through the effot of village development community & staff climate change awareness camp was conducted in 10 villages. There were 450 Fruit plants were distributed by the forest department at Golardih Panchayat.

    MNREGA Scheme

  • Through the efforts of VDC 285 community received employment through MNREGA Scheme in 04 Panchayat.

    Bore well for drinking water

  • With the intervention by VDC, and CBOs 3 03 bore well dug for drinking water in Golardih.

    PM Awas yojna

    390 beneficiaries have received PM Awas yojna. Out of 390, 321 families received Rs. 50000/. Also Among them 28 vulnerable Baigas in Dholpitta received PM Awas yojna & constructed in their village .

  • 347 Families benefited by Ujjawala Scheme and 121 registered.
  • 19 widows are getting benefit through widow pensions under 04 panchayat. Per month all are receiving Rs. 300/-.
  • 09 Disable people are getting 300/- per month.
  • 23 personal well are completed in golardih panchayat.
  • 09 Farmers received Sukha Rahat Scheme

    Health program

  • RDSWS had organised Health camp with the support of AAYUSH department & 462 patients are benefitted from it.
  • Baiga’s Tribes and other SC, ST, OBC of 615 families received their smart card through help of health department.
  • There were 371 toilet constructed in 04 panchayats.

    Women empowerment

  • 15 women of SHGs members got job in NRLM as a various post of Bihan program. And receiving 990/- to 4000/- per month.
  • 06 SHGs received revolving fund through NRLM Scheme (Per SHGs 15,000/-) total -60000/-

Project title: COACHING CENTRE

Overview:The concept of the government ‘Education for all SSA (Sarav Shiksha Abiyan ) is implemented throughout the state. RDSWS found through a survey that children were promoted up to 8th class unable to read their textbooks. Children were very weak in Mathematic and English subject. Therefore the poor children can’t access higher education. Looking at the need of the poor children to be helped for proper for proper education especially in remote areas RDSWS has identified 22 such locations in different districts and villages to improve the quality of education among the children. Our main focus is to coach the 5th to 8th standard weak students.

Objectives

  • Through the efforts of coaching teachers, 66 dropouts have become regular in going to schools.
  • Through the help of the teachers the changes is seen in the life of children, 82% Children are getting benefited, they are able to read and able to solve simple Mathematics.
  • Good rapport has been build up between teachers and parents.
  • Annual gathering for the selected best students of coaching centre was conducted at RDSWS level and prize was given to encourage and motivate their higher education.
  • The Centres are not only focussing on the intellectual development of the children but also they are taught other good values such as good manners, health and hygiene etc.
  • Majority of people living in villages have understood the importance of education.

Project: NAVANKUR

Overview: The educational situation of the tribal children among the Baiga & Gond at the Bodla block is very poor . It was found only 2% of children are able to complete 10th standard. The main cause was the children did not comprehend Hindi, the learning medium since the languages spoken at home are Baigani and Gondi. Hence, the tribal children are facing difficulties in learning at Anganwadis and schools. Therefore, with the help of NEG-FIRE, RDSWS designed a program for using multilingual as teaching method. Its focus is to promote the mother tongue, local culture and natural resources.

ACHIEVEMENTS

    Teachers Capacity building

  • Under the NEG project 20 government Aganwadi school is included in the program. Under this 145 children are registered in school . Out of 145 children 99 children are prepared to go for fist standard school. Through the intervention of the program 4 Aganwadi teachers are regular in the Aganwadi centre using the TLM for teaching the children .

    Strengthened capacity of teachers TLM

  • 9 School teachers are using the teaching learning methods in Baigani & Gondi languages Prepared & collected supplementary educational materials, e.g. vocabulary, stories, poems, folk songs and also prepared academic calendar & curriculum according to the state government subject schedule. As a result children are interested to come to the school. According to the base lines data 1025 children are enrolled in the school & 681 primary school children’s learning level of writing ,reading & calculation has improved.

    Capacity building of the MC

    Among 20 village 3 village Mother committees (MC) have been strengthened to monitor Aganwadi activities and ensure proper implementation of their children`s entitlements in 7 villages.

  • 22% dropouts are made regular in school out of 49% through various activities: treasure house, frequent meetings with the School Management Committee, house visits and motivating the parents.
  • 20 volunteers have been mobilized at the local level. They are regularly assisting the project. In this way they regularly motivate SMCs, MCs & communities and also contribute their efforts to the running of the treasure house (Kala Kendra) and educational activities in Primary Schools and Angawadis centres in 10 villages.

Project: CHILD FOCUSED COMMUNITY DEVELOPMENT

Overview: The project Fulzar intends to uplift the marginal tribal communities who are left out of the mainstream development due to their illiteracy. They were oppressed and deprived of all sorts of opportunities. The project took initiative for the all round development of the communities. The project formed 15 children parliament and 46 SHGs group. The main focus was on the development of the children so the organization planned to form the SHGs, as a woman can give more focus on the development of their children. Through the SHGs goal setting, many community-level issues were addressed economically, socially and politically. In economic issues, the tribal group and marginal group are very much underdeveloped due to lack of sufficient income and also they don’t have an idea about the source of income. Under social issues, girl children were not given priority for higher education, and there was a problem of open defecation. In political issues, people were deprived of the different government schemes like PMAY, Pensions, Road toilet etc. These problems were directly influencing children and the people of the community. Now all the matters taken up to b solved through SHGs goal setting and self-assessments. The organization has planned to make the SHGs strengthen for sustainable development of the community. With the collection of strong SHGs, we will make the CLAs. The CLAs will guide the SHGs.

    Objective of the Project

  • To ensure quality education of all children in the target area, provide skill development training for needy youth to enhance employment

    Children’s education

  • Though the tuition classes for the weak children from class 1st to 7th where 400 children are regular in tuition classes and they are scoring good marks in the school examination
  • Educational materials provided to 400 children from class 1st to 10th. Through this the dropout rate is decreased by 90%.
  • 10 Early child care centers learning and playing materials provided children were able to know the pets name, vegetables names and different toys names. Increased interest to know different new things.

    Exposure program for Children

  • Exposure visit for the children where 55 children participated About 300 children gained knowledge on the process of development, people participation in different development process like clean city, infrastructure development,

    Children’s Day celebration

  • Celebrated special events like independence day, republic day, children’s day and much more Active participation has increased among the children parliament members

    Education on Child Rights

  • Awareness programme on child rights where 400 children gained knowledge on child rights. 300 children are getting safe drinking water nutritious food, a clean and safe environment and information for healthy society.

    Health

  • Conducted 10 health hygiene and sanitation training programmes in 10 operational villages where 400 people participated and now they are accessing the different health facilities of the Government.
  • Conducted 10 nos. Of health check up and treatment camp in 10 operational villages 456 minor patient were treated.
  • 425 women participated in ante natal and post natal training programmes after the training the institutional delivery has increased
  • 415 tobacco addicted people participated in eradication of tobacco training around 15 to 20 people are decided to drop chewing tobacco

    Livelihood

  • Project looks after the sustainable development, improve agriculture and skill training for landless.
  • Petty business training to SHG on leaf plate making, mushroom cultivation , duck farming, Detergent powder making, Organic farming & Vocational training to unemployment youths SHG members.
  • 15 SHGs started their business. The income of the SHGs members has increased. Many of the SHGs they have economic goals to achieve. These business are very profitable and easy to handle by the SHGs.
  • Vocational training were given to 30 unemployed youth. After getting the training 22 youths are working in different private company and their monthly income has gone up to 6000 rupees.

    Community Organization

  • To organize the community with various CBOs to access their rights training was given on different topics such as PRI, different Govt. Schemes, women rights, function of SHGs and CLAs & maintain the record books.
  • 652 SHGs women actively participated and gained knowledge on different government schemes. Now we have a 3 cluster level association and 64 SHGs. In 10 operational villages approximately 80% women join in the SHGs. Now the SHGs and CLAs are demanding their rights through the CLAs. 35 old age pension application are given to the panchayat office. Many of the SHGs maintain their own records.
